State sales tax is not necessary To the Editor: Is Pennsylvania’s tax on sales really needed? NO! The state can easily replace it by increasing its personal income tax rate. The tax on sales unfairly targets the poor and low-income taxpayers, and it should be eliminated! A more equitable solution to the revenue problem would be to legalize and use a graduated-income tax system for individuals and corporations.
