Grant to local YMCA allows for removal of dilapidated building

LEWISTOWN — The Juniata Valley YMCA has more parking and a safer space after it was able to demolish a dilapidated building thanks to grant money provided by the Mifflin County Commissioners.

At the commissioners’ regular meeting Thursday, Juniata Valley YMCA Executive Director Victoria Searer thanked the board for their work to make this project possible.

“We just wanted to thank the commissioners so much for the grant money to provide the demolition project for the Y,” Searer said. “We had the old, unsafe building that needed to come down. The Y did not have the money to do that, so that’s a big help to us.

“We just wanted to thank the commissioners very much for that.”

Also at Thursday’s meeting, the commissioners hosted a Community Development Block Grant funding public hearing. The purpose of the hearing is to let the public and the commissioners know that timing is critical if the county wishes to receive funding for a much-needed water line project in Juniata Terrace.

“The time schedule is a very short time frame for this pot of funds that we need to get through,” said Chastity Fultz of the Mifflin County Planning Department.

Fultz said a second public hearing will happen on July 21 and the application is due to the Pennsylvania Department of Community and Economic Development by Aug. 1. Fultz said the state has earmarked $51 million for water and sewer projects from the state’s portion of remaining CARES Act funds.

Also on Thursday, the commissioners:

• Approved the minutes from June 2 meeting;

• Approved paying the county’s bills;

• Approved the treasurer’s report;

• Approved a professional services agreement with SEDA-Council of Governments to provide environmental review services for the period June 2, 2022 through June 2, 2023;

• Approved a subrecipient agreement with Menno Township for FFY 2020 CDBG CARES Act Funds for the library playground;

• Approved an engineering agreement with Buchart Horn on behalf of Brown Township for the Walnut Street Sidewalk Project;

• Approved an engineering agreement with EADS Group on behalf of Granville Township for the Hawstone Road Sewer Extension Project;

• Approved a request for exoneration of 2022 county portion per capita taxes by Lewistown Borough Tax Collector Erin Anewalt for 87 individuals;

• Approved amending the action taken on May 19 to exonerate Union Township Tax Collector Herb Zook from collecting 2022 per capita tax bills as presented, because the total was only 31, not 32 as the commissioners had previously approved;

• Approved Medical Assistance Transportation Program Participation Grant Agreement and assurance of compliance for the period July 1, 2022 through June 30, 2023;

• Approved grant agreements for the Innovative Policing Initiative Grant for the period Jan. 1, 2022 through Dec. 31, 2023: Grant is for purchase of equipment for local police departments. Mifflin County Regional Police Department receives $15,903.68, Mifflin County Sheriff’s Department receives $8,848.74, Lewistown Police Department receives $15,207.10, Armagh Township Police Department receives $5,174.26 and Granville Township Police Department receives $9,640 for a total of $54,773.78;

• Approved renewal agreement with Rochester Midland Corporation for water management services at the courthouse and jail for the period June 2, 2022 through May 31, 2023 in the amount of $4,000;

• Approved engagement letter with Maher Duessel of Pittsburgh for the audit of the county’s 911 program for the years ending 2020 and 2021;

• Approved application for the Crisis Intervention Training Grant;

• Approved retirement of Corrections Counselor Thomas Stalnaker effective June 13, 2022;

• Accepted resignation of part-time Corrections Officer Matthew Lutz effective June 23, 2022.
