Regina Cecilia Jenkins

Regina Cecilia Jenkins, beloved mother, grandmother, aunt, sister, and dear friend, passed away peacefully at the age of 78 on June 15, 2024, in Salisbury, Md.

Born on Aug. 20, 1945, in Baltimore, Regina (Jean), was the middle child of William and Catherine Conley. She graduated from Eastern High School in Baltimore in 1963 and went on to earn her bachelor’s degree in economics from her beloved Morgan State University in Baltimore in 1979. Jean rose through the ranks from entry-level analyst to Assistant Director of Public Housing at the Housing Authority of Baltimore City (HABC) in 2004. After leaving HABC, Jean became the Executive Director of Public Housing in Wicomico County in Salisbury, Md. After making her mark in Wicomico, Jean went on to work on senior level housing initiatives in Washington, DC at the U.S. Department of Housing and Urban Development (HUD) from 2006 until about 2012.

Jean married her high school sweetheart, William D. Jenkins, in 1968. Together, they raised a son, David, who brought them immeasurable pride and joy. In addition to her family and career, Jean was a caregiver for her father, William and her brother, Joseph. Jean was extremely intelligent, loved reading and enjoyed sharing in great discussions on history and current events.

Jean is survived by her loving son, David; her daughter-in-law, Michelle; her grandchildren, Maria, William, and Alexandra, many nieces, nephews, and friends who will miss her dearly. In addition, she had a large extended family from Baltimore, HABC, HUD and Wicomico County.

A celebration of Jean’s life will be held on Friday, Aug. 2, 2024, at 11 a.m. at St. Mark’s Episcopal Church located at 21 S. Main Street in Lewistown, Pa.

In lieu of flowers, the family requests that donations be made to a legacy memorial education fund at the archdiocese in Baltimore: Regina Cecilia Jenkins Memorial Endowment Fund (C0572). The legacy fund will support single mothers to ensure they can continue sending their children to achieve a quality education when the family is under financial duress. Jean, as a single parent, often worked two to three jobs to put her son through a quality catholic education. The fund will be available on the Archdiocese of Baltimore website by the day of the funeral service. Thank you for your support.

Jean’s legacy of love, compassion, and dedication will live on in the hearts of all who were fortunate enough to know her.
