Supervisors bid on landlocked property purchase in Granville Twp.

LEWISTOWN — Granville Township supervisors made a bid on a parcel of land, which has been put up for bid and happens to be located behind another lot owned by the township.

Granville Township Manager Mary Herto informed supervisors at their monthly meeting Monday morning that she received a request from their tax claim office about the land behind one of their properties being put up for bid. She encouraged supervisors to bid for it since it is labeled as “landlocked.”

“Landlocked” property is a parcel of land entirely surrounded by other properties with no direct legal access to a public road, making it inaccessible without crossing private land. Typically, it is created from an improper subdivision of land, reducing its market value.

Previously, Granville Township had bought two homes on Henderson Street using Community Development Block Grant money. The township later demolished the building as it was inhabitable, consisting of only four walls and trees growing where the floor should have been, according to Herto.

Chairman William Page said the land was purchased with the intention of using it for Habitat for Humanity and that is still the plan.

Page suggests they make a bid on the property behind their previously bought land to make it one big plot of land. This will make it no longer landlocked.

Chairman Terry Stewert agreed that they purchase the land to benefit the township, and the supervisors agreed to make a bid of $5. All three taxing agencies now have to decide to accept the bid, Herto said. The township will also have to pay for the deed transfer, if the bid is accepted.

Coincidentally, the supervisors also accepted an offer on a property in their repository that is also marked as “landlocked.” An individual made a request to Granville Township to purchase property located on Middle Road for $200. The township would get tax revenue on this property.

“It can not be built on or even used for a billboard location,” Page said.
