Local man involved in standoff identified
LEWISTOWN — A 41-year-old Lewistown man allegedly upset about losing his job, drinking heavily and threatening to harm himself resulted in a three-hour standoff with local law enforcement on Chestnut Street late Thursday night.
According to a release issued by the Lewistown Police Department, at 8:21 p.m. on Aug. 28, officers were dispatched to a third-floor apartment at 27 Chestnut St. to check on the welfare of Todd A. Smith.
The report said Smith had been terminated from his job earlier in the day and had been consuming alcohol and threatened to harm himself. Officers arrived at the scene and attempted to make contact with Smith, who was communicating with someone, described as an associate using a live video feed, the report said.
A caller said Smith was loading a gun with a 17-round magazine, the report said, and he had allegedly made multiple threats to shoot police officers. It was also reported that Smith had multiple handguns as well as a high-powered rifle.
Officers on the scene established a perimeter and evacuated the building, due to it having thin walls, weapons Smith apparently possessed and the nature of the threats he was making, the report said.
Police said Smith was communicating with several people and had also made threats to start a fire using high-octane nitro radio-controlled car fuel that he told an individual he had and he also told another individual he made a flame thrower.
The Lewistown Police Department was assisted by Pennsylvania State Police at Lewistown troopers and Mifflin County Regional Police and Granville Police departments. The Lewistown Fire Department was put on standby, due to Smith’s fire-related threats, while FAME Emergency Medical Services were also staged nearby.
The report said the Lewistown Police Department used its drone for surveillance and its officers, along with the Mifflin County Regional Police Department, were able to communicate information received from family members and work with the Juniata Valley Behavioral and Developmental Services to obtain an involuntary mental health commitment warrant.
A state trooper, who was familiar with Smith was also able to establish communication with and continue engaging Smith in conversations for several hours, while a detective from the Lewistown Police Department obtained a search warrant and an arrest warrant, the report said. Eventually, the trooper convinced Smith to surrender and exit the apartment, and he was taken into custody at 11:08 p.m., the report said.
Smith was transported to the hospital to be evaluated, police said, and officers executed a search warrant at his residence for guns relating to terroristic threats.
The report said officers found an AR-15 magazine but did not locate any of the firearms that several people reported seeing. Police said the apartment complex had drop tile ceiling tiles with thick insulation and there were several crevices they could not access.
The report said officers located drug paraphernalia including marijuana smoking devices and marijuana THC concentrated wax, and liquor bottles inside the residence.
Several hours later, police said Smith was released from the hospital and transported him to the Mifflin County Correctional Facility in Lewistown where he was held on an arrest warrant which charged him with one count of terroristic threats which had an elevated grading to a felony, due to Smith’s actions causing an evacuation of the building.
