Keith Owen Fultz

With great sadness we announce the unexpected passing of Keith Owen Fultz, July 14, 2025, at his home in Southport, N.C., with his loving wife, Nancy, by his side.

He was born in Mifflin County on July 30, 1947, to Betty L. Fultz. He was predeceased by his mother, sister, Karen Grassmyer, and nephew, Sean McCartney.

He was a 1965 graduate of Kishacoquillas High School and graduated from Shippensburg University and received his master’s degree from American University. He began his federal government career with the Government Accountability Office in Washington, DC, in 1969. He demonstrated strong leadership in conducting investigations and evaluating the efficiency and effectiveness of federal programs. He provided recommendations to Congress for enhancements, including matters related to aviation security and nuclear power plant safety, and ensured the proper use of taxpayer funds. During his years in Washington, Keith met and married Nancy – a beautiful marriage that lasted 26 years.

Upon retirement, Keith and Nancy relocated to Southport in 2004 and enjoyed wonderful friendships, golf, volunteering in the community, book clubs, watching Penn State games, and engaging in his famous lively discussions of politics and current events among friends.

Keith loved time spent with his family – especially his sons, Troy (Kristie) and Chris (Roger), from a previous marriage. His greatest source of pride was his grandsons Alexander (20) and Benjamin (16), encouraging them to be their best and have fun with whatever they were pursuing through helping others and giving back (Alexander’s Toy Trunk), academics and sports. He also enjoyed being with his sisters in Pennsylvania, Kathy McCartney (Dan), Mary Kay Fultz (Lisa Weaver) and Karen Grassmyer (Gene), (both deceased).

Keith is survived by numerous nieces and nephews in Pennsylvania and Nebraska.

He was an avid Penn State sports fan and enjoyed watching football games with family and friends, as well as annual trips to the Outer Banks. Keith’s friends in St. James will miss his sociable, compassionate, empathetic, and generous personality and will hold memories of treasured times together.

A Celebration of Life for Keith will be held in Southport, N.C. at the Member’s Club House in St. James from 1 to 3 p.m. on Saturday, Aug. 9, 2025. Another celebration will be scheduled in central Pennsylvania at a later date.
