CPA addresses ‘clean’ audit report

LEWISTOWN — The Mifflin County School District Board of Directors discussed its annual audit report Thursday as presented by a partner of the certified public accountants firm Young Oakes Brown and Co.

Daniel W. Bradley, CPA, said the district earned a “clean opinion” for the year ended June 30, 2025.

Bradley said that the district has a net position deficit of $3.986 million in governmental activities. This deficit is mainly due to $84 million in net pension and other post-employment benefits liabilities, which are long-term liabilities that are not an immediate cash concern, he said.

According to the audit report, district revenues from local, state, and federal sources for the 2024-25 fiscal year totaled $100,990,528, compared to $99,557,334 in the previous year.

Bradley added that the board’s net position improved by $17.8 million in governmental activities, driven by a surplus of revenue over expenses. And a $60,517 increase in business-type activities occurred due to net profit from the food service operation.

Bradley noted that the district had a “very good fiscal year.”

Additionally, other purchased services increased between 2023 and 2024, including a $384,010 increase in transportation and a $901,506 increase in charter school tuition.

According to Chief Operations Officer Clint Aurand, the transportation cost increase is due to factors like the need for additional vans. Aurand added that these costs increase year over year.

Treasurer Melinda Kenepp explained that she budgeted “$5.7 million for the charter school expense for the 2025-26 school year,” which increases year over year due to factors like an increase in the number of charter school students.
