Directors discuss $8M shortfall in state revenue

Personnel changes await approval

LEWISTOWN — The Mifflin County School District Board of Directors discussed on Thursday that the lack of a state budget means the district received $1.7 million with an $8 million shortfall.

Mifflin County School District Chief Financial Officer Melinda Kenepp stated that the district receives more than 50% of its revenue from the state.

Superintendent Vance Varner later clarified that the District receives 55% of its revenue from the state.

Kenepp said that last year, by Sept. 30, the District collected $9.5 million in state revenue.

She added that this year, the District only received $1.7 million from the state property tax, which is only half of that reimbursement.

As of Sept. 30, 2025, the District is short $8 million. Kenepp said, “We can get by on our fund balance.”

“It’s revenue that we need, and it’s affecting our interest income. Our interest income is down $35,000 in the first three months of the year,” Kenepp said.

Varner stated that the District does not currently have to borrow money.

Directors also discussed items on the consent agenda, including recommending approval of all personnel items.

Some notable personnel changes yet to be approved include:

• Retirement of Kenepp effective Aug. 15, 2026;

• Retirement of East Derry Elementary School first-grade teacher Brenda L. Ishler, effective at the end of the 2025-26 school year;

• Retirement of Strodes Mills Elementary School Principal and Federal Programs Coordinator Frank W. Miller, effective June 30, 2026.

Earlier during the Committee of the Whole meeting, Directors recommended approval of the following transportation items:

Hiring Jordan W. Beers of Krise Transportation with a retroactive start date of Oct. 2;

Hiring Brian V. Corcelius of BGJ Enterprise LLC with a retroactive start date of Oct. 7;

Hiring Du Hwan Yu of BGJ Enterprise LLC with a retroactive start date of Oct. 7;

Hiring Meagan S. Henderson of BGJ Enterprise LLC with a retroactive start date of Oct. 7;

Hiring Scott A. Decker of Krise Transportation with a retroactive start date of Oct. 10;

Hiring James A. White of BGJ Enterprise LLC with a retroactive start date of Oct. 15;

Hiring Doug P. Detweiler of BGJ Enterprise LLC with a retroactive start date of Oct. 15;

Hiring Julie C. Gingerich of KV Bus Line.

In Board action/roll call items, Directors:

Recommended approval for Nicole Lewis, Board secretary, to register majority votes for PSBA Officer Elections;

Recommended approval of Outdoor School for Lewistown Intermediate School fifth-grade students on March 30 to April 2, April 7 to 10, and April 14 to 17 to Camp Blue Diamond (part of Shaver’s Creek Center). Students stay for four days and three nights;

Recommended approval of the resignation of Wanda L. Harpster as a full-time autistic support paraprofessional at Lewistown Elementary School, effective Oct. 13;

Recommended approval to create a school-sanctioned Mifflin County Junior High School Baseball Club at no cost to the district, effective Jan. 1, 2026.
