Sewer/refuse delinquencies discussed

LEWISTOWN — The Lewistown Borough Council heard a resident’s paving related concerns Monday and discussed other business.

Bill Garrett, of the Church of Christ on 301 S. Pine St., in Lewistown, said the street that comes into the church parking lot has multiple pot holes.

Garrett asked the Borough for permission to pave the road that leads into the church parking lot in addition to paving the church parking lot that church officials recently agreed to pave.

Garrett offered a quote for the cost of paving the previously mentioned areas which he already received from a paving company.

Borough Manager Tyler Fink said that he will add this alley on the left side of the church to the list of alleys the Borough intends to pave as part of an alley paving project.

Fink stated that he will get two more price quotes before reaching out to Garrett to update him on whether the Borough will pave the alley this year.

Borough Council President Matt Moore added that Garrett should not have to pave a public street that belongs to the Borough.

Earlier during the Borough Council meeting, council members discussed the potential of shrinking the 35-day payment window given to those who receive a delinquent sewer/refuse bill notice.

Residents receive delinquent sewer/refuse bill notices on the first day of the month following failure to pay the bill at the end of the previous month (e.g. bill date July 5, due date July 31).

Following their delinquent notice, residents then receive a shutoff notice 10 days before shutoff. Shortening the 35-day payment window would cause less overlap between delinquent notices and shutoff notices.

Fink then shared that he received a resident’s concern that during softball games Wilson Avenue is often filled with cars on either side of the road, causing a safety issue regarding reduced visibility.

Fink said the Borough Council will further discuss this matter during their streets committee meeting.

The Lewistown Borough Council also:

•Approved a facility use request for the Juniata Valley Striders Goose Day race on Sept. 27;

•Approved a facility use request for the Child Evangelism Walk A Thon on

Sept. 20;

•Approved of the receipt of the Tax Collector/Departmental Reports;

•Approved to accept changes to Chapter 24 of the Borough Codes regarding the Fire Department’s wording clarification in noting that candidates for hire must not be found to be offenders under Megan’s Law when complying with background checks;

•Approved to accept changes to Chapter 233-41 regarding parking costs changing to $0.25 per 30 minutes on Market Street;

•Approved Resolution 2025-7 for the sale of property. This recognizes the Borough’s authority to finalize the purchase of the old Central Hotel property across from Gus’s Pizza between resident Zane Swanger and the Borough;

•Approved to purchase a 2025 Ford Escape at a COSTARS cost of $27,890 plus fees to be paid partially with insurance claim funds. (This is for the Codes Department to swap vehicles with the Police Department due to an insurance claim.) Moore voted against this motion;

•Approved upfitting for the Police Explorer at a COSTARS cost of $19,499.09. Moore voted against this motion;

•Approved to apply for a Multi-Modal Grant through DCED and to complete proper paperwork needed for the grant submission;

•Approved to apply for a Main Street Matters Grant through DCED and complete proper paperwork needed for the grant submission;

•Approved slip lining a sewer line due to a broken line at a cost of $11,860 to be paid out of WWC Capital;

•Approved to purchase four Roll Off Dumpsters at a cost not to exceed $20,000 to be paid out the refuse account.

The Lewistown Borough Council will only meet on Aug. 18 next month due to scheduling conflicts on Aug. 4.
