Neil passed away peacefully, at home, surrounded by family at the age of 94.
He served in the Navy for four years and worked as a machinist in New Mexico before retiring to his hometown of McClure.
He is survived by his wife of 63 years, Joann (Sherman) and children, Alan Tate (Allen) and Diana Baca (Gerald); sisters, Camilla Batipps and Kay Richards; son-in-law, Paul Minsker; four grandchildren; several great- grandchildren; and numerous nieces and nephews.
He is preceded in death by his parents, Joe Foster and Cleone (Fultz); siblings, Marge, Bob, Rodney, Bill, Shirley, Jerry, Lee, Dave and Don; and a daughter, Stephanie Minsker.
Neil enjoyed fishing, woodworking crafts, cooking and canning and enjoyed sharing and helping others.
Neil joined the US Navy at the age of 17 and was discharged as a quartermaster second class aboard the PCE 877.
His generous spirit will be missed by all who knew him.

A graveside service will be held at 10 a.m., Monday, July 7, 2025, at Birch Hill Cemetery, Burnham, with Pastor Randy Traxler officiating.
In lieu of flowers, memorial contributions in Neil's memory may be made to County of Mifflin -VA, 200 N Wayne Street, Lewistown, PA 17044.
Arrangements are under the care of Heller-Hoenstine Funeral Home, 108 First Avenue, Burnham.
