Child care affordability, access in focus at policy hearing

HANOVER — The House Republican Policy Committee on Monday examined challenges facing Pennsylvania’s child care system during a public hearing focused on affordability, access and workforce shortages.

Chaired by Rep. David H. Rowe, the committee met at the YWCA Hanover and heard testimony from providers, educators, employers and community leaders.

“Child care is one of the most pressing affordability challenges facing Pennsylvania families,” Rowe said. “When care falls through, parents miss work, businesses lose productivity, and families feel the strain.”

Rep. Kate Klunk, who hosted the hearing and chairs the House Children and Youth Committee, said providers are facing regulatory hurdles that can limit capacity or force closures.

“Regulations, while well-intentioned, are holding our providers back,” Klunk said. “We must work together to deliver regulatory relief for providers and drive down costs for families.”

Testimony outlined a system under strain, including rising costs for families, workforce shortages and limited access. Officials said infant care can average about $13,000 annually, while thousands of child care positions remain unfilled and many providers maintain lengthy waitlists.

Speakers also emphasized the broader economic impact, noting that child care challenges affect workforce participation, employee retention and business productivity.

York County President Commissioner Julie Wheeler said early childhood education is “essential infrastructure” for communities, while Jake Taylor of the Hanover Area Chamber of Commerce said accessible child care is critical to supporting the workforce.

“There is no single solution,” Rowe said. “But there is a clear path forward–one that prioritizes affordability, supports providers, and ensures families can access reliable care.”

The hearing is part of the committee’s “Freedom Through Affordability” initiative and will inform future policy recommendations aimed at improving Pennsylvania’s child care system.
