PITTSBURGH -- Pennsylvania has invested $6 million over the past two years to provide free period products to students in schools statewide, with an additional $3 million proposed in the 2026-27 state budget.
The funding supports distribution of menstrual hygiene products in more than 750 school districts, intermediate units, career and technical centers, and brick-and-mortar charter schools.
State health officials said the initiative is intended to reduce barriers to learning. National data shows one in four students struggles to afford period products, and about 23% have missed class because of a lack of access.
Pennsylvania Secretary of Health Dr. Debra Bogen highlighted the program's impact during a recent visit to a Pittsburgh school, saying access to free products helps students remain in the classroom.
Funding is allocated based on enrollment at a rate of $1.79 per student, and schools may opt out of participation.
School administrators said the program helps address basic needs that can affect attendance and academic performance.
The proposed funding in the upcoming state budget would continue and expand the program.
