HARRISBURG -- A Carlisle husband and wife have been indicted by a federal grand jury on charges stemming from allegations that the wife, who is not a U.S. citizen, voted in the 2024 election, according to the U.S. Attorney's Office for the Middle District of Pennsylvania.
Thomas Holtzman, 68, and his wife, Marisol Guzman, 50, both of Carlisle, were charged in the federal indictment announced Friday. Prosecutors allege Guzman voted in the 2024 election despite not being a U.S. citizen.
Holtzman, a U.S. citizen, was charged with making a false statement of citizenship in order to vote and aiding and abetting, as well as fraudulent registration and aiding and abetting, according to the Justice Department. Guzman was charged with voting as an alien.
"The integrity of our elections, which are fundamental to democracy, should be of utmost importance to every American," Attorney General Todd Blanche said in announcing the charges. "It is a cherished right for eligible American citizens, and only eligible American citizens, to vote for their representatives in government."
U.S. Attorney Brian D. Miller said his office intends to prosecute people accused of illegally voting in federal elections as well as those accused of facilitating illegal voting.
Homeland Security Investigations investigated the case, which is being prosecuted by Assistant U.S. Attorney Scott Ford. The Justice Department said the prosecution is part of Operation Take Back America, a nationwide initiative involving immigration, transnational criminal organizations and violent crime.
If convicted, Holtzman faces a maximum penalty of 10 years in prison, supervised release and a fine. Guzman faces a maximum penalty of one year in prison, supervised release and a fine. Any sentence would be determined by a federal judge under applicable federal statutes and sentencing guidelines.
An indictment is an allegation and does not constitute a finding of guilt. Holtzman and Guzman are presumed innocent unless proven guilty in court.
