Two other people declined medical treatment.
The ages of those injured were not immediately available, although Czech said one of the patients was a teenager.
The crash occurred on U.S. Route 15 in the Dillsburg area and closed the highway at Mountain Road for nearly nine hours. The scene was cleared and the roadway fully reopened around 11 p.m., according to the Pennsylvania Department of Transportation.
PennDOT traffic cameras showed the tractor-trailer, which was carrying frozen food, lying on its side as emergency crews worked at the scene Saturday afternoon.
