Police pension remains in moderate distress
MIFFLINTOWN -- The Mifflintown Borough Police Pension Plan remains in moderate financial distress despite complying with state pension requirements, according to a compliance audit released Thursday by the Pennsylvania Department of the Auditor General.
The audit found the borough complied with applicable state laws and regulations governing the pension plan during the period ending Dec. 31, 2025. Auditors reported no issues involving state aid deposits, employer contributions or actuarial reporting.
However, the audit noted the plan's funded ratio declined from 72.9% in 2021 to 42.5% in 2025. The plan has been classified as a Level II moderately distressed pension plan since 2023, raising concerns about whether current assets will be sufficient to meet long-term pension obligations.
The audit was conducted under the Municipal Pension Plan Funding Standard and Recovery Act, commonly known as Act 205.
