Municipal officials complete State Academy Program

LEWISTOWN — Two local municipal officials were recognized during the Pennsylvania State Association of Township Supervisors’ Annual Educational Conference in Hershey after completing the administration certificate program through the Pennsylvania Municipal Government Academy.

Kelly Shutes, manager of Derry Township, and Kristy Bagrosky, secretary-treasurer of Oliver Township, both completed the leadership and municipal education program offered by the Pennsylvania Municipal Government Academy, a program of the Pennsylvania State Association of Township Supervisors.

The 2026 class of graduates received certificates and diplomas April 22 during the conference.

According to PSATS, the academy provides township officials and staff with training in leadership, communication and four technical areas: administration, planning and zoning, public safety, and public works.

Participants earn points through classroom and virtual workshops, webinars and other educational events, including the annual conference, regional forums and boot camps for township officials.

This year, 23 individuals completed the certificate program by earning 30 points in one of the four tracks, while 11 others completed the diploma program by earning 60 points across all four categories.

“The Pennsylvania Municipal Government Academy gives township and other local government officials and staff a well-rounded education to perform their duties,” PSATS Executive Director David Sanko said.

PSATS said the academy is designed to provide practical strategies and techniques participants can apply directly in their municipal roles.
