Juniata County school employee charged in alleged photo exchange with student

PORT ROYAL — A Juniata County School District employee is facing charges after allegedly exchanging nude photos with a student and providing alcohol to the minor, according to authorities.

James Paul Towsey, 27, of Port Royal, was charged April 2 with corruption of minors following an investigation by the Pennsylvania State Police.

According to the criminal complaint, troopers received an anonymous tip in July 2025 regarding Towsey’s alleged conduct. Police interviewed the student on July 7, and the student reported exchanging nude images with Towsey using the social media app Snapchat.

Investigators said the exchanges occurred during the second half of the 2024-25 school year, when Towsey was employed at East Juniata High School. The student also told police that she and Towsey consumed alcohol together at his property after working at his business.

Police interviewed Towsey on July 10, 2025. According to the complaint, he admitted to exchanging nude images with the student and drinking alcohol with her in his garage. Authorities said Towsey acknowledged the student was under 18 and had not graduated at the time.

Towsey is scheduled to be arraigned May 7 before Magisterial District Judge Joshua R. Imes.

His current employment status with the Juniata County School District was not immediately clear.
