MCSD Board approves budget
Board action items confirmed
LEWISTOWN — The Mifflin County School District Board of Directors voted to approve their budget Thursday and approved various agenda items.
Directors approved the $100,751,768 2025-26 General Fund Budget. This budget reflects no tax increase. Board President Zeb Harshbarger voted against this motion.
Directors also approved the following tax resolutions effective July 1, 2025:
• A Mifflin County School District tax resolution that levies a real estate tax of 34.5215 mills for the 2025-26 fiscal year upon the assessed value of all real estate within the District. This levy to be enacted remains at a rate of $34.5215 on each $1,000 of the assessed value of the taxed property;
• An MCSD tax resolution that states that the Mifflin County School District levies a tax of $5 on each resident of the District who is over the age of 18;
• An MCSD tax resolution that the District also levies a resident tax of $5, levies a $10 flat rate local services tax, a 1% real estate transfer tax, and a 1.35% earned income tax.

The Board of Directors:
•Approved the Cafeteria Financial Report for May 2025;
•Approved a foreign exchange student for the 2025-26 school year at the Mifflin County High School (MCHS) – Seohee Kim from South Korea sponsored by the Youth For Understanding, Intercultural Exchange Programs;
•Approved the resignation of Mifflin County Middle School (MCMS) Health Room Aide Elizabeth Harvey effective June 13;
•Approved the resignation of MCMS PBIS/School Climate Coach Samantha M. Himler effective June 16;
•Approved the resignation of Assistant Golf Coach Tre V. Fleck effective June 18.

•Approved Director Brent A. Erb to be appointed as delegate to attend the 2025 PSBA Delegate Assembly on Tuesday, Oct. 21;
•Approved the following allocations of complimentary tickets:
1. Allocate the Multi-Sports Stadium Facilities Project Community Fundraising Chairpersons (Joel Diamond and John Pannizzo) 466 complimentary tickets to distribute to various donors for the first home varsity football game on Aug. 22,;
2. Allocate Diamond and Pannizzo 24 complimentary tickets to distribute to various donors for the second home varsity football game on Aug. 29;
3. Allocate Diamond and Pannizzo 34 complimentary tickets to distribute to various donors for the third home varsity football game on Sept. 12;
4. Allocate Diamond and Pannizzo 34 complimentary tickets to distribute to various donors for the fourth home varsity football game on Sept. 26;
5. Allocate Diamond and Pannizzo 34 complimentary tickets to distribute to various donors for the fifth home varsity football game on Oct. 17;
•Approved the Mifflin County School District (MCSD) and State College Area School District to enter into an inter-district agreement to provide Title I services to eligible Our Lady of Victory Catholic School non-public students that reside in Mifflin County School District’s attendance area for the 2025-26 school year at an estimated cost of $2,800. Director Paula Dickson was absent from the video call with the Board at this time;
•Approved the job description for the Mental Health Specialist in Dickson’s absence;
•Approved (in Dickson’s absence) a temporary construction easement for Granville Township for the spring 2026 construction of a sewer pump station in place of the existing treatment plant adjacent to Strodes Mills Elementary School property. MCSD will require activity on the easement to start after the last day of school to avoid disruptions. MCSD property will be returned to its existing conditions once completed;
•Approved (in Dickson’s absence) the School Resource Officer Agreement as per Chapter 10/Safe Schools Provisions with the Borough of Lewistown, effective July 1;
•Approved the Resolution of the Mifflin County School District authorizing funds to be used as match and interim financing for the MCSD Field House project. Dickson rejoined the video call at this time;
•Approved the Silvertip Change Order No. 5 for -$5,912.00 for unused allowances;
•Approved the 2025 Homestead/Farmstead Exclusion Resolution;
•Approved the following disbursements from the Capital Projects Fund for 2025-26 Projects:
1. Windows Administration Building — $150,000;
2. Additional Storage near MCHS/MCJHS — $45,000;
3. Emergency Generator LIS — $60,000;
4. EDES Playground Paving — $125,000;
5. Vehicle, Mower, MCHS Utility Vehicle — $105,000;
6. Air Conditioning IVES Cafeteria — $35,000;
7. Sidewalk MCJHS – MCHS — $25,000;
•Approved the TIU 11 Instructional Media Services Agreement for the 2025-26 school year at a total cost of $19,023. Director John Knepp voted against this motion;
•Approved the Sponsor-to-Sponsor Agreement between Summit Early Learning, Inc. and MCSD for July 1, 2025, through June 30, 2026;
•Approved of the P&A Retirement Plan Services, Inc. 457(b) Services Agreement effective July 1, 2025. This gives employees another option in addition to the 403(b) for retirement savings. The cost to establish the plan is $650.
