Planning Committee discusses subdivision agreements and land

LEWISTOWN -- Mifflin County Planning Committee held its monthly meeting Thursday, March 27, to discuss land and subdivision agreements which consisted of six municipal ordinances and one county ordinance.

The applications will go on to be approved by respective municipalities.

The board approved comments on the following subdivision and land development projects.

Bratton Township

For Bratton Township, the board approved a proposal to subdivide land north and south of state Route 103, northwest of Jones Road and north of Millers Lane, both private right-of-ways. The plan would add a lot containing .16 acres to property owned by Judy Ann Bingaman, and would add a lot containing 1.644 acres to property owned by Chat E. Bingaman from a property owned by Gerald E. Moist, leaving Moist with about 48.7 acres. A project subdividing a 21.05-acre lot intended for single-family residential use to allow for a private sewage disposal system and domestic water from a private well would be developed by the future owner. The lot is accessed via a private drive, which would be developed off Barrville Mountain Road. The residue (65.0783 acres) contains a single-family residence and multiple agricultural buildings. The existing residence is served with a private sewage disposal system and domestic water from a private well. No improvements or alterations are proposed on the residue.

Brown Township

The board approved a proposal for the subdivision of land containing 86.94 deeded acres and 86.128 surveyed acres to build one single-family detached home, which will be served by a private on-lot sewage system and a private on-lot well. This subdivision proposes to create a lot consisting of 21.0503 acres, while the residual will contain 65.0783 acres. Access to the lot will be from a private drive to be developed off of Barrville Mountain Road (T-459). This parcel is located approximately 1,649 feet east of the intersection of Garver Road and East Back Mountain Road (SR 4006), north and south of E. Back Mountain Road (SR 4006), and west of Barrville Mountain Road (T459). There is one single-family detached home, one detached barn and several outbuildings on this parcel. It is addressed at 5566 E. Back Mountain Road.

Menno Township

The board approved of a subdivision of land consisting of a tax parcel known as the parent parcel or lot one. It consists of 115.77 deeded and +/-115.77 surveyed acres located north and south of Front Mountain Road (SR 4004), east and west of Laurel Lane (a private right-of-way), west and north of Sweetwater Lane (a private right-of-way) and east of Pine Lane (a private right-of-way). The parent parcel has two addressable structures: 71 and 73 Y Brookside Lane.This parcel was subdivided and recorded creating lot one, consisting of 39.515 acres as well as another lot, containing 1.348 acres, while the residual contained +/-74.907 acres. Lots 1 and 2 have yet to be sold as separate tax parcels and have retained their present tax parcel number. Tax parcel 18 ,07-0105WA,000, the recipient parcel contains 13 deeded acres and +/- 13.01 surveyed acres. This subdivision proposes to create Lot A from the parent parcel, containing 0.387 acres, to be added to the recipient parcel, creating a new lot containing +/- 13.40 acres. The residual of the parent lot will contain 39.515 acres. It appears the recipient parcel is wooded with no structures on site.

The second plan for Menno township that was approved was to proceed with the building of MCS Bank located at the northwest corner of the intersection of School House Road (T-326) and SR 0655. The surrounding development consists of the Bethel Mennonite Church and agricultural uses.The tax parcel associated with this subdivision contains 0.77 deeded and surveyed acres. This non-residential land development project consists of the demolition of one single-family detached home and a detached barn that have already been removed from the property. Next, the construction of a one-story, 900 square foot bank building with a drive through, including seven 10'x20', 45-degree angled parking spaces, of which one is handicapped accessible will occur. There will be two stormwater management infiltration basins on site with an already existing on-lot septic system that will be relocated east of the new building. The site will be served by public water. There will be two ingress and egress points, one from School House Road (T-326) and the other from (SR-0655).

Burnham Borough

The board approved of a subdivision/lot addition to combine two adjacent parcels into one new parcel at and near the intersection of Third Avenue and Pine Street, and East N. Beech Street (all municipal right-of-ways). The first tax parcel consists of 0.22 deeded acres and 0.2177 surveyed acres. The second consists of 0.15 deeded acres and 0.1521 surveyed acres. After the interior lot line is extinguished, the new combined parcel will contain 0.3698 acres or 16,108.49 square feet. The parcels cannot be conveyed or developed separately, and there is no earth-moving activity. One of the parcels contains one single-family detached home at 220 Third Avenue and a detached garage, which will remain the same.

Oliver Township

This lot addition/minor subdivision contains 154.98 deeded acres and tax parcel, which contains 1.1 deeded acres and 1.430 surveyed acres. This proposal is to create a lot addition consisting of 0.612 from the parent parcel, which is to be added to the recipient parcel, creating a new lot consisting of 2.042 acres. The residual of the parent parcel will contain +/-154.37 acres. The lot addition is a non-building lot and cannot be maintained or developed as a separate individual lot. No earth disturbance is proposed. These parcels are located east of River Road (T-329), north of Sawmill Drive (a private right-of-way), south of Shamrock Shire Lane (a private right-of-way), and west of the Juniata River. The parent parcel contains one single-family home at 624 S. River Road and several outbuildings. The recipient parcel contains one single-family detached cabin at 380 Shamrock Shire Lane.

The second subdivision plan that was approved for Oliver township was for a lot addition/minor subdivision located east of Jacks Mountain Road (SR 4007), south of Ridge Road ( a private right-of-way), and north of US Highway 522 South. This lot addition/minor subdivision consists of tax parcel 19 ,02-0117HA,000 (the parent parcel) containing 10 deeded and surveyed acres and tax parcel 19 ,02-0117H-,000 (the recipient parcel), which contains 35.78 deeded acres and 35.78 surveyed acres. The parent parcel has multiple structures and is at 4597 US Highway 522 South. The recipient parcel appears to be agricultural land. This proposal is to create a lot addition consisting of 5.619 acres from the parent parcel, which is to be added to the recipient parcel, creating a new lot consisting of +/-41.397 acres. The residual of the parent parcel, identified as lot 1, will contain 4.381 acres. The lot addition is a non-building lot and cannot be maintained or developed as a separate individual lot.
