LEWISTOWN -- Mifflin County Commissioner Robert Postal shared at the commissioners' Thursday meeting that the County Commissioners Association of Pennsylvania (CCAP) selected its 2024 legislative priorities.
Postal received information of the legislative priorities during a CCAP conference he attended last week.
"As in 2023, 911 funding and reauthorization [are the] head of the list. The expense of operating the 911 department increasingly is coming out of property taxes. And, we feel that the state should increase its support and help alleviate the burden of operating county emergency communication net worth", Postal said.
Also on that list as in 2023 was the restoration of funding for the mental health program in broadband infrastructure. New to the list are citizens' right to know reforms and an increase in the prevailing wage threshold.
Commissioner Postal said that the community will hear more about Pennsylvania's legislative priorities as the legislative and state budget hearings begin in 2024.
In other news, commissioners:
• Approved a request for exoneration of 2023 county portion per capita taxes for Oliver Township Tax Collector, Sherry Miller who has eight and Granville Township Tax Collector, Billi Weaver with 13;
• Approved the Subrecipient Agreement with the Union Township Supervisors for an $800,000 loan for the replacement of the Walnut Street Bridge;
• Approved the First Amendment to the Subrecipient Agreement with the Mifflin County Solid Waste Authority to allow them to use the funds for the flooring project, in addition to the road improvements;
• Approved an agreement to provide planning services to Derry Township for the year 2024 in the amount of $1,500;
• Approved change order No. 4 for the HVAC Construction Project at the Prison with Benell, Inc. for an additional Crane lift - increase of $21,991;
• Approved the Application for County Aid for 2023 Allocations for Union Township in the amount of $4,810;
• Approved the five-year Copier Management Agreement with Topp Business Solutions, Scranton, Pa., in the amount of $1,813.64 per month;
• Approved Resolution No. 38 rescinding Resolution No. 36 and requesting a Statewide Local Share Account Grant of up to $800,000 on behalf of the Juniata Valley YMCA and authorizing the Chairman and Chief Clerk to execute any documents and agreements associated with this grant;
• Approved the display of the 2024 budget on Nov. 30, 2023 for final adoption Dec. 21, 2023;
• Approved the retirement of Allison Fisher from Human Services Director effective Dec. 15, 2023. Allison served 20 years and said, "It has been a calling and I am truly honored."
• Approved the promotion of Melissa Stewart from Housing Stability Coordinator to Human Services Director effective Dec. 18, 2023 as well as the promotion of Angela Price from Housing Program Assistant to Housing Stability Coordinator effective Dec, 18, 2023;
• Approved the hiring of Sarah Drayer for Court Tipstaff effective Dec. 4, 2023 as well as the hiring of Tara Griffith and Lee Shirk for Part-time Corrections Officers effective Dec. 4, 2023 and the hiring of Ryan Fike for Probation Officer effective Dec. 4, 2023.
