LEWISTOWN -- The Mifflin County School Board passed a resolution at its regular voting meeting on Thursday outlining its ambitious plans for capital projects, notably the introduction of a new athletic complex.
The resolution, a request for proposals for a multi-sports facilities project financing, communicates the district's aim to invest heavily in infrastructure enhancement.
Apart from the athletic complex, the district will focus on planning, designing, purchasing, and constructing various facilities intended for governmental use. The specifics of these projects will be determined based on available funds.
To fund these ventures, the board expressed its intent to issue debt in line with the Local Government Unit Debt Act. A team comprising the district's solicitor, placement agent, financial advisor, and bond counsel has been given the green light to take preparatory steps leading up to this debt issuance.
Ensuring clarity and commitment, the board included provisions in the resolution stating that even if a part of it is considered invalid, the rest remains effective. Any prior resolutions conflicting with this new direction are now rendered obsolete.
In related news, the board approved Breslin Architects to release bids, including alternative bids associated with the field houses as part of the multi-sports facilities project.
Both the above roll call items passed with a 6-3 vote. Diane Stewart, Terry Styers, Noah Wise, Mike Mowery, John Knepp, and Mary Lou Sigler voted yes. Don Wright, Mark Baker, and Fred Nickel cast a no vote.
Also, MCSB made significant updates to the 2023-2024 Athletic Regulations. Section 19, which addresses spectator conduct at athletic contests, has seen key changes, particularly about Mitchell Field.
Anyone attending games at Mitchell Field will now be expected to adhere to these changes.
Spectators demonstrating behavior considered unsafe or inappropriate risk being banned from all future MCSD events.
The new regulations contain provisions specifically aimed at younger attendees. Students from kindergarten to fifth grade now must be accompanied by a supervising adult.
The board has also placed restrictions on certain items in the field. Backpacks will no longer be allowed within Mitchell Field during athletic events. MCSD students in grades 8-12 are encouraged to sit in the 'DAWG Pound' student section.
