The Lewistown Borough Council appears to have changed its outlook on the viability of a county-wide water authority, following a primary election which upseated two of the sitting council members over presumed public discontent over the ongoing water authority situation.
At Monday's regular board meeting, Council discussed the terms of a new MOU from the Mifflin County Municipal Authority (MCMA), which the Borough's legal counsel said "mirrors the 2020 MOU in a lot of ways," including the payment structure and the sale of the water system to the county authority. The main difference, the borough was told, was that the new MOU stated that it was enforceable and legally binding, whereas the previous MOU stated in multiple places that it was neither.
Council passed a vote to accept the new MOU, pending revisions, though it was not clear if the vote had been unanimous or contested due to the nature of the remote meeting. There was also some discussion about whether Council should make the borough retaining ownership of the current MABL building as a condition of accepting the MOU to "sweeten the deal," but no conclusion was reached on such a matter. One council member said that they believed there would need to be a study into what the building could be used before they would support such a measure, but again, due to the nature of the remote meeting, it was unclear which council member this statement should be attributed to.
