Man charged with mailing marijuana to local counties

California resident arrested in possession of money, drug sold in Mifflin, Juniata Co.

JUNIATA TERRACE — A California man was jailed after allegedly mailing nearly 300 packages to at least 13 addresses in Mifflin and Juniata counties containing marijuana.

Frederick C. McMillin, 49, of Mendocino, California, was arraigned before Magisterial District Judge Kent Smith on Monday, after being taken into custody for an active bench warrant in Juniata County. He was arrested during a traffic stop in Mifflin County in which he was reportedly carrying a large amount of money and a small amount of marijuana.

According to the affidavit of probable cause, in February 2019, police were notified by the USPS postal inspector of a package that was suspected to contain illegal narcotics en route to 3 Hudson Avenue in Juniata Terrace Borough that was addressed to R. McMillin.

The inspector said at the time that this was one of several packages going to multiple addresses intercepted at the same time coming through the area.

A K9 scan run on the packages with a positive alert allowed the inspector to obtain a search warrant and open the packages, which were found to contain marijuana.

A check of packages coming to the Mifflin and Juniata county area being sent by Fred McMillin revealed at least 13 addresses and 292 packages which weighed 848 pounds between July 2017 and May 2021.

The investigation found that postal money orders were being sent back to Fred McMillin in California to pay for the marijuana. It was also found that individuals in Pennsylvania assisted Fred McMillin with the distribution of marijuana when it would arrive and that they would collect the funds for him. He would then come to Pennsylvania to collect the funds and return to California.

McMillin was charged with felonies, operating a corrupt organization, conspiracy, two counts of possession with intent to deliver a controlled substance, intent to promote the carrying on of specified unlawful activity and knowingly committing an illegal act.

A preliminary hearing is set for 9 a.m. May 12 before Magisterial District Judge Kent Smith.

McMillin is in Mifflin County Correctional Facility unable to post $250,000 bail.
