JCSD board talks about refinancing

PFM advisor goes over details of timeline for 2014, 2016 bonds

MIFFLINTOWN- Juniata County School Board discussed refinancing 2014 and 2016 bonds Thursday evening during their regularly scheduled monthly meeting via Zoom and YouTube livestream.

Jamie Doyle, Public Financial Management (PFM) advisor, held a presentation going over the details of the current bonds and timeline for the 2014 and 2016 bonds. Currently, interest rates are at their lowest which makes an ideal time to refinance according to Doyle.

The board voted unanimously to authorize the Administration to work with PFM Financial Advisors LLC, as Independent Financial Advisor, and Eckert, Seamans, Cherin & Mellot, as Bond Counsel, as well as the local Solicitor to proceed with the issuance of General Obligation Bonds, series of 2021, for the purpose of currently refunding the outstanding General Obligation Bonds, Series of 2016 and 2014 via a competitive internet auction with a minimum net savings target for 2016 to be $200,000 and 2014 savings to be $240,000.

During the meeting, the board also approved:

¯Motion to approve Brian Walters as a driver

¯Motion to authorize the administration to advertise for bids and sell two district vans to the highest bidder(s)

¯Motion to approve linkage agreements with Merakey Behavioral Health

¯The enrollment of Mariona Arrive Carbonell, from Spain, as an exchange student at Juniata High School and Alina Feike, from Germany, as an exchange student at East Juniata High School for the 2021-2022 school year was approved

¯Motion to approve the resignation of Elizabeth Norman as elementary mathematics department chair, effective March 22, 2021.

¯Motion to approve the employment of Lori Dressler and Daniel C. Edmiston as substitute custodians, pending receipt of required clearances.

¯Motion to approve the attendance of district administrative team members at “Leadership Under Fire: Lessons Learned From the Battle of Gettysburg,” June 21-22, 2021.

¯Motion to approve a two-year contract with Substitute Teacher Service, Inc. for the provision of substitute teachers and support staff.

¯Motion to accept the resignation of Matthew Trotman as Juniata High School junior varsity girls’ basketball coach.

¯Motion to approve the donation of 1940’s era scrapbooks from the Juniata High School library to the Juniata County Historical Society.
