LEWISTOWN - Lewistown Borough Council appointed Mark Lawson to a seat on the council during its regular Monday meeting, a vacancy that was created when former President Jim Felmlee resigned in December.
Council approved the motion to appoint Lawson with three votes of approval from Lee Bollinger, Gregg O'Donnell and Russ Rager and two votes against from John Adams and Matt Moore.
During public comment numerous members of the Rental Property Owners Association of Central Pennsylvania spoke against a proposal that would force owners of rental property in the borough to have their properties inspected.
Borough Manager Connie Lucas spoke at a RPOACP meeting and talked about rental policies. Members Doug Sellers and Bill Varner did not approve of potential ordinances being passed by the council and used the public comment portion of the meeting to express their disapproval.
While speaking to the RPOACP representatives, Councilman Moore said he is a part of law and ordinance and they are nowhere near ready to put the potential ordinance into action. He explained there was no need to have the proposed rental policies brought up until it makes its way through law and ordinance and eventually gets to Lewistown Borough Council.
Also during the public comment portion of the meeting, Joe Gagliardo and his attorney Tom Torquato spoke about potentially purchasing the Lewistown Hotel and turning it into an apartment complex.
Gagliardo said before proceeds with the idea to purchase the Lewistown Hotel he had questions about an ordinance that was passed on Dec. 10 involving sewage tapping fees and how much money he would be paying for tapping fees for the building.
Before the council answered direct questions, it went into a scheduled executive session to discuss the matter along with personnel transactions.
Council and Gagliardo then had a back-and-forth discussion about what he needs to show the council before they can give him an exact amount the tapping fees would cost.
Council approved a motion asking for a letter or application from Gagliardo of the property to law and ordinance by the Feb. 11 meeting.
In other business, the board:
Approved Resolution 2013-2, which appoints Linda Bennett to the Recreation Board.
Approved facility use for the Mifflin County Pony League from April 1 through June 30.
Approved authorization for the appropriate officers to execute the renewal of the healthcare contract with Geisinger.
Approved a motion to authorize council president and manager to review and execute agreement for purchase of electricity.
Approved a motion to appoint Connie Lucas as the assistant zoning officer.
Lewistown Borough Council normally meets at 5:30 p.m. on the second and fourth Mondays of each month at the Lewistown Municipal Building, located at the corner of Main and Third streets.
