Commissioners catching up after storm closes courthouse

Board takes action on articles of new business

MIFFLINTOWN - High winds and heavy rain brought on by Hurricane Sandy last week closed the Juniata County Courthouse and canceled the commissioners' weekly board meeting. The regularly scheduled public meetings resumed Tuesday, as the Juniata County Commissioners took action on a long list of new business items.

A motion to ratify the purchase of a Lenovo Edge 72 3493BPU desktop computer system funded by the County Records Improvement Fund was unanimously opposed. The system is needed in the Juniata County sheriff's office and costs $773.94 to purchase.

Instead, Commissioner Teresa O'Neal lifted a motion to ratify the computer within the sheriff's budget. The motion passed.

Also during the meeting, the commissioners:

Ratified CDBG-IDIS check No. 1142 in the amount of $8,100 to SEDA-COG for a housing rehabilitation project, check No. 1143 in the amount of $169,274 to Com Pros Inc. for communication tower expenses and check No. 1144 in the amount of $130,726, also for communication tower expenses. The checks were submitted by Dave Bardell, planning director.

Ratified the following annual Human Services Development Fund contracts: $4,490 to Clear Concepts Counseling for individual family therapy services; $6,500 to Clear Concepts Counseling for drug and alcohol counseling services; $6,930 to Shelter Services Inc. for emergency shelter services; $3,120 to the Mifflin-Juniata Dental Clinic for dental care services; $3,000 to the Abuse Network Inc. for emergency shelter services; $15,720 to Mifflin-Juniata Human Services for service coordination; and $5,000 to Mifflin-Juniata Human Services for grant administration.

Ratified the Mifflin-Juniata Human Services annual budget and plan for Juniata County.

Ratified checks Nos. 36,168 to 36,202 in the amount of $95,119.94.

Approved the tax exoneration for Mifflintown Borough according to the material provided.

Approved the reappointment of John F. Shirk to the Juniata County Industrial Development Authority for a five year term beginning in 2013.

Approved the appointment of Keith Graybill, of McAlisterville, to the Juniata Valley Behavioral and Developmental Services Citizens Advisory Board to replace Elona Shirk, whose term expires November 2013.

Ratified the service agreement between Juniata County Children and Youth Services and Nittany Media for a full-duplex fiber internet connection. The term of the contract is for 36 months with a $134 monthly recurring fee.

Reviewed the Juniata County Sheriff Department's October 2012 monthly report as submitted by Thomas Lyter, sheriff.

Reviewed the Juniata County Treasurer's October 2012 monthly report as submitted by Sandra F. King, treasurer.

Approved the Report of Personnel Transactions for Non-State Employees, as submitted by Helen Henry, children and youth director.

Approved the Performance Evaluation Report for Heather J. Hockenberry, clerk typist 1, as submitted by Henry.

Approved the retirement of Barbara S. Geedey, caseworker for Juniata County Children and Youth Services, effective Jan. 1.

Approved the resignation of Mark Colussy, associate planner for Mifflin and Juniata counties, effective Dec. 14.

Reviewed October 2012 field assessment totals as submitted by Jeff Haines, chief assessor.

Approved CDBG-IDIS check No. 1,145 in the amount of $3,500 to M and E Construction, as submitted by Bardell.

Approved the purchase of service agreement between Juniata County Children and Youth Services, the Juniata County Probation Department and Cornell Companies Abraxas Youth and Family Services, as submitted by Henry. The agreement is in effect through June 30, 2013.

Reviewed the October 2012 Children and Youth Statistical Report as submitted by Henry.

Approved checks Nos. 36,203 to $36,236 in the amount of $73,511.13.
