Graduated income tax is only fair way to tax

To the editor:

The elimination of the Corporate Capital Stock and Franchise Tax is the principal cause of Pennsylvania’s current budget deficit and borrowing against future revenue and increasing taxes on utility bills and cutting medical benefits for the poor is not a long-term solution to the state’s financial condition.

The adoption of a flexible graduated income tax for school districts and for all levels of government, based on the total income (ability to pay) of all taxpayers and corporations is the ultimate solution for abolishing unfair taxes and balancing the budget.
