Derry Township reorganizes

McCullough reappointed chairman

YEAGERTOWN — Derry Township supervisors anticipate few changes in the upcoming year at its annual organization meeting on Tuesday.

Supervisors reappointed John McCullough as board chairman, Ronald Napikoski Jr as vice chairman and Kelly Shutes as township manager for 2018.

The board also reappointed Joseph Fetzer as the township’s roadmaster and Jeffrey Snook as solicitor.

Supervisors also approved a 3 percent wage increase for all township employees, with the exception the township manager and an additional 2 percent increase for employees who have been employed with the township for five, 10, 15, 20, 25, 30 or 35 years on their anniversary date.

Supervisors also approved an application from Krislund Day Camp to hold camp events at Kish Park either July 30 to Aug. 3 or June 11 to 15.

Also approved was a resolution request from the Pennsylvania State Association of Township Supervisors in opposition of the wireless infrastructure deployment bill, which supervisors said would give the township less control over where cell phone towers are placed.

Supervisors also approved the following:

¯ Scheduled meetings for 5:30 p.m. the first and third Mondays of each month, with the exception of September, which will be held the first Tuesday and the third Monday. The township office will be closed Wednesday afternoons in June, July and August.

¯ Set a $450 fee for zoning appeals, variances, special exceptions and conditional use hearings.

¯ Appointed William D. Page and Polly M. Graybill, of Page SEO LLC as the township’s sewage enforcement officer.

¯ Set equipment rental fees to other municipalities. The township will charge $85 per hour to use the street sweeper, plus operator costs, $65 per hour plus operator costs to use the backhoe, $50 per hour to use the township’s dump truck, plus operator costs and $85 per hour to use the township’s loader, plus operator costs.

¯ Payment to township employees attending school authorized by supervisors for registration costs and mileage.

¯ A $200 clothing allowance for full time road and park employees.

¯ Set the 2018 holiday schedule, which includes New Year Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving, the Friday after Thanksgiving, the first day of buck season, Christmas Day and three personal days.

¯ Set the township’s non-uniform pension contribution rate at 6 percent.

¯ Appointed James Treaster as emergency management coordinator and Steven Yeater as assistant coordinator.

¯ Appointed Donald Warntz III to the Fame Emergency Medical Services board of directors.

¯ Appointed Kish Bank as its depository.

¯ Appointed Phyllis Palm to serve as chairman of the vacancy board.

¯ Appointed Norma Fisher and Dan Kochenderfer to four year terms on the Derry Township planning committee.

¯ Appointed John McCullough and Kelly Shutes to serves as a representative and an alternate on the Mifflin County Council of Governments.

¯ Reappointed Walter Malcom to a three-year term on the zoning hearing board.

¯ Reappointed Ronald Napikoski Jr. to a five-year term on the Derry Township sewer authority board.

¯ Hired a part-time custodian, contingent upon passing clearances.

The township will hold its next meeting at 5:30 p.m. Jan. 15.
