Postal seeks approval for county to host cooperation agreement

LEWISTOWN — Plans are continuing to move forward for the construction of the Primary Health Network facility in Derry Township.

Rob Postal, president of the Mifflin County Industrial Development Corporation, attended Thursday’s workshop meeting of the Mifflin County Commissioners to seek the county’s approval to act as the host municipality for a cooperation agreement that will include the application for a $3 million grant to help offset construction of the facility.

“As part of the application, either the host municipality, Derry Township, or the county could act as the host municipality,” Postal said. “Due to the size and scope of the project, we feel the county should act as the host.”

Postal said a cooperative agreement similar to the one used for construction of the First Quality plant in Granville Township has been drawn up and will be submitted for the county solicitor to review.

He said the agreement also notes that Primary Health Network will assume all costs. He added that for all paperwork, the project will be referred to as Lewistown FQHC-Anchored Multi-Service Facility.

Postal asked the commissioners to vote on the agreement during their next scheduled business meeting, which will be held Thursday, April 6.

“There are some pre-construction activities going on right now but actual construction has not yet started,” Postal said when asked about a time line for the project. “The project will probably go into the spring of 2018. We believe this is a good project.”

Other agenda items for the commissioners’ April 6 meeting include:

¯ Requests for exoneration of 2017 county real estate tax bills for 11 parcels located in various municipalities.

¯ Approval of Cecil Swartz Jr. to act as electrical inspector for approved Community Development Block Grant funded projects for a three-year period.

¯ The resignation of Scott Swanger as a part-time LPN at the Mifflin County Correctional Facility effective April 1.

¯ The hiring of Alana Steffen as a hearing officer in the domestic relations office effective April 5.

¯ A proclamation designating April as “Sexual Assault Awareness Month.”
