Sports fee set for this year

MIFFLINTOWN – After a month-long summer recess, the Juniata County School Board of Directors assumed regular business in a meeting held Thursday evening in Mifflintown.

The topic of pay-to-play athletic activities sparked discussion between directors and the public, prompting another modification to the system. Booster clubs will not determine cost per athlete for the upcoming school year as they did for 2012-2013. Instead, the school board voted to approve a fee of $100 per athlete and $60 per year for cheerleaders for the 2013-2014 school year.

Also during the meeting, Superintendent Richard Musselman gave an update on the construction project at Walker Elementary School. In February, the board held a special meeting to address ongoing soil and water issues at the school in Mifflintown. At that time, the district had received reports that water at the school was clouded and had an unusual smell.

When contractors drilled at the site, Musselman said, they found an oil leak beneath ground. Since then, the tank at the school has been replaced and two tests have been conducted on the new tank. Musselman said both tests came back clear, but the Department of Environmental Protection has to sign off on the site before it can be used at the school.

If DEP does not approve the work before the start of school, Musselman said students will be provided with bottled water, paper products in the cafeteria and hand-washing stations.

Representatives of Reynolds Construction were also present at the meeting to give an update on the energy savings project at East Juniata High School. Representatives said the facility assessment has been completed and they will now make further estimates on the scope of the project and solicit bids.

In other new business, the board approved:

A Memorandum of Agreement between JCSD and S.U.N. Area Technical Institute to provide opportunities for students to pursue educational and training needs.

An agreement with NHS Pennsylvania for the provision of educational services to students with autism and/or emotional disturbances.

Posting a request for proposal for the sale of Susquehanna Elementary School, 2024 Turkey Valley Road, Liverpool.

An infrared roof analysis to be conducted at Fayette, Tuscarora Valley and Mountain View elementary schools at a cost of $2,417.

Extending the Keystone Opportunity Zone designation on eight unsold parcels in the Juniata County Industrial Park for a period of 10 years.

The purchase of PA-Etep Teacher Effectiveness Evaluation Software at a cost of $4,541.

The establishment of a Juniata County Health Occupations Students of America chapter, and further approved Chelsea Boyer as advisor, at an annual stipend of $1,500.

Glenda I. Leister to serve as the JCSD representative on the Mifflin Juniata Career and Technology Center Joint Operating Committee.

The installation of a new scoreboard at Dietrick Field, as a donation by the JHS Touchdown Club. The cost of the main scoreboard and installation will be covered by the club.

Financial reports and listing of bills for payment.

The revised JCSD transportation policy and a list of buses and drivers for the 2013-2014 school year.

A contract with Family Practice Center PC to provide school physical examinations and Special Olympics examinations; to serve as medical director for the JHS attendance area; to provide medical supervision for district employees, including signing standing orders; to sign for medications ordered for district use; and to sign wrestling minimum weight certifications.

The purchase of North West Evaluation Association MPA Benchmark Assessment package for Kindergarten to 11th grade and training at a cost of $39,507.50.

An agreement with the Juniata Valley Tri-County Drug and Alcohol Abuse Commission for the delivery of services regarding the drug and alcohol component of the Student Assistance Program.

Thor R. Edmiston as EJHS assistant principal to replace Kelly Campagna, who resigned.
