Juniata County School Board conducts workshop, talks about budget

MIFFLINTOWN – A meeting of the Juniata County School Board began Tuesday night with a workshop regarding the preliminary budget for the 2013-2014 school year.

At the last school board meeting, members expressed concerns over a proposed final budget that differed from the preliminary budget presented in January.

Superintendent Richard Musselman said Tuesday it’s very difficult to make a budget so early in the year, and that it’s a work in progress until all available funds are accounted for. At this time, he said the district anticipates that the budget can be balanced without going into financial reserves.

Board member Randy Dressler said the proposed budget is balanced with a $100 cost per student per sport for extracurricular activities and without cutting programs or increasing taxes.

After the workshop, President Danny Snyder called the school board meeting to order. During the meeting, the board agreed to enter into an agreement with Reynolds Construction to develop a scope of work and project oversight for possible renovations to East Juniata High School, monitoring systems at all schools and upgrades at Tuscarora Junior High School and Juniata High School.

A representative from Reynolds Construction was present at the meeting and said the initial study is completed at no cost. The company will go to the facilities and make recommendations based on their findings. He said Reynolds is a product-independent company who will work with contractors selected by the district. Each phase of the proposed projects will be board approved, according to a meeting agenda.

Also during the meeting, the board:

Approved employment of summer custodial personnel, Thomas Brotzman and Ruth Brotzman.

Approved the resignation of East Juniata High School Assistant Principal Kelly T. Campagna, effective June 30.

Approved the resignation of Mountain View Elementary School paraprofessional Deborah E. Peachey, effective May 31.

Approved the transfer of Dr. Elise L. Hazel from the position of director of support services/speech therapist to a full-time speech therapist position, effective July 1.

Approved the appointment of Christie L. Holderman as federal programs coordinator for the 2013-2014 school year.

Approved Arlen R. Saner as an EJHS English teacher, effective Aug. 21. He replaces Amanda Lightner, who resigned.

Approved Elyse M. Patrick as a Lack-Tuscarora Elementary School Title 1 teacher, effective Aug. 21. She replaces Dawn Fry, who retired.

Approved the resignation of TJHS English teacher Heather M. Willow, effective at the conclusion of the 2012-2013 school year.
