Board approves security upgrades

MIFFLINTOWN – The Juniata County Commissioners approved a contract on Tuesday to allow for security upgrades at eight buildings where county offices are currently housed.

The first phase of the project was approved in Sept. 2012 and construction of the new security door located on the first floor of the Juniata County Courthouse, is nearly complete. The $9,782 security upgrade has an electronic entry for employees and visitors who wish to access the second floor or basement offices.

In addition to security upgrades at the courthouse, cameras and other security provisions will be installed at the eight other buildings throughout the area that house county offices, along with two communications towers.

The $244,000 project was made possible in part by grants from the Pennsylvania Commission on Crime and Delinquency. The county has to match a certain percentage of the grant funding for the overall project, 50 percent in the second year and 75 percent in the third year of funding.

Two of the buildings which house Children and Youth Services and Magisterial District Judge Jacqueline Leister’s office are rented by the county, however the security equipment will be capable of reinstalation at another location, should those offices move in the future.

Other items on the agenda approved by the board include the following:

Approved tax exonerations in Delaware, Fayette, Greenwood and Spruce Hill Townships.

Ratified a letter of engagement to have Colledge and Snyder LLC to perform accounting services for Juniata County during fiscal year 2013.

Approved the advertising for and release of a Request for Proposal for a Public Defender for Juniata County.

Appointed Donald Zagurskie as Ad Hoc Solicitor

Appointed Commissioner Jeffrey M. Zimmerman as a Commissioner representative to the SEDA-COG Board of Directors and Harold Kauffman as an additional representative to the SEDA-COG Board of Directors for calendar year 2013.

Appointed the following individuals to serve as department heads for fiscal year 2013. S. James Bahorik County Administrator/Chief Clerk, Andrew Windber Solicitor, Jeff Haines Chief Assessor, Brenda Varner Tax Claim Director, Helen Henry Children Youth Services Director, Allen Weaver Emergency Services and 911 Center Director, Dave Bardell Planning Director, Dan Dreese Veterans Affairs Director, Eva Stong Voter Registration, Rich Fisher Maintenance Director.

Approved the following board appointments:

Commissioner Zimmerman will serve on the Chamber of Commerce Juniata River Valley Visitors Bureau, Agricultural Extension Board and South-central Employment Corporation.

Commissioner Robert Reynolds will serve on the Local Emergency Planning Commission, Mifflin Juniata Area Agency on Aging, Agland Preservation Board and Seven Mountains Emergency Medical Services Council.

Commissioner Teresa O’Neal will serve on the Conservation District Board, Juniata Valley Behavioral and Development Services Executive Committee, Emergency Food and Shelter Program, Human Services and Development and Community Services Block Grant.
